first off...some info I am a teenager and i need some makeup help
I am going to walmart tomorrow to get some makeup and i have some question..I have blonde hair and fair skin. I have one bright blue eye and the other is half bright blue and half green. OK
Ok so what i am looking for is a concealer to cover up my dark eyes in the morning...and a question about that is DO I HAVE TO PUT ON FOUNDATION OVER THE CONCEALER? and if i do...what kind and the prices please..
and also i am looking for makeup such as eyeliner and eyeshadow to make my eyes ';POP'; and so what color eye shadow would make blue eyes...(well mostly blue eyes lol) POP! ???? and what color eye liner is good for blue eyes??? umm...like a charcoal grey? idk...i need your help! please answer my question!

If you want a flawless look, you should put concealer on and then put foundation over it, making sure they are blended together. You can use concealer alone on your under eyes, but make sure you blend it in to your cheeks well or else it will look really unnatural. Get concealer a shade lighter than your skin tone if your circles are really dark, and use one with a yellowish tone. For eyeshadow, use light colors. Purple would go really well with your blue eyes, but i wouldn't get blue or green eyeshadows. They won't make your eyes 'pop'. The best thing to make your eyes pop would be brown mascara. IMO maybeline has the best mascaras. Brown eyeliner is good, don't use black, it would be too harsh on your face.

Foundation - $10-20
Concealer - $5-10
Eyeshadow - $3-8
Mascara - $6-12
Eyeliner - $2-7

a yellow or peach tone concealer works to cover up dark circles because peach and yellow tones counteract the dark area and help to blend in with the rest of the skin. and yes, you can put foundation over the concealer to help blend it in more with your foundation to give you a flawless look.
i know that purple and brown tones help blue eyes pop.
a brown eyeliner would be nice also.
no you dont have to put foundation on if you use concealer. Im not a huge fan of eye shadow personally though. My friend was blonde and fair skinned and she used a creamy white eye shadow and it looked pretty cute. Everyone looks good w/ black mascara and eye liner =) Cant go wrong w/ it...

im a teenager too .its better it you put the concealer on first then the foundation.the best concealar color for fair skin is salmon.not that many people know. the kind of prices is dont like get 2 -5 dollar range cause they suck.but i usually would perfer use a proffesional kind of makeup it pricey but it worth it.here are pricey kind of makeup:MAC,clinque,sephora,ben nye???i dont know know but they have good concealer.always remember for the foundation get the one for your skin type if you have oily skin get a foundation for oily skin if you have dry skin find a foundation for dry skin and if you have combo then look for the one with a combo if you have normal skin then use the one for normal skin.
color of eyeshadow for blue eye:
go for a warm copper, burnished gold, or rich brown eye shadow. Chocolate is an excellent shade choice for eyeliner.
color of eyeshadow for green eye:try out purple eye shadow shades such as lavender, violet, or amethyst. Keep the color sheer so it won't look garish. For eyeliner, a deep plum is perfect
TIP:*sometime black eyeliner can look harsh on fair skin people.
TIP:*to make your eyes like pop put white eyeliner on the waterline
TIP:*dont use blue eyeshadow it blend in with your eyes so it makes it hard for your pretty blue eyes to show
My mascara trick i love and im sharing with you :] :
Step 1: WIGGLE.
Wipe excess mascara off the brush head, then place it under the very base of your lashes so it's gently touching your eyelid. Now wiggle the bristles back and forth a few times. The wiggle motion thoroughly coats and separates your lash roots, making them look as thick as possible.
Step 2: SWOOP.
Slowly stroke the mascara from roots to ends. Let dry for a few seconds, then apply a second coat.
Step 3: TOP OFF.
Lightly swipe the very tips of your lashes a third time to maximize their length.
